A book about PNG bilums
 
THE catalogue on bilums is a major attempt to understand and to advertise an important element of contemporary PNG culture. Indeed, bilums or "string bags" or "net bags" are seen everywhere in PNG and are used by both men and women at all social occasions. It is handmade almost exclusively by women either with natural fibres or acrylic strings (imported yarns) or mixed natural fibers rolled with shredded rice sacks or feathers. While bilums are used as mundane artifacts, they also carry highly symbolic personal, social and cultural meanings. For many participants in the ongoing cultural research, bilums reflect the attachment between mother and child, and evoke for many others the hard labor of women in the country, their courage and imagination. It is a major, and one of the rare artifacts permitting women to invest in the field of visual arts. The production of such an artifact requires a rare patience, extremely complex techniques (some women use more than 12 needles to loop a pattern) and a vivid imagination. This research is one of the first conducted on Melanesian artifacts which is developed by Melanesians themselves. The catalogue consists of 45 large colour plates presenting an exhaustive classification of modern bilums and their traditional origins. It contains 20 texts such as essays and poems, written by Papua New Guineans (scholars and non-scholars) evoking their personal attachments to bilums. Most of these texts are vibrant advocacies on traditional culture.

Resource owners need incentives

PNG forest resource owners need incentives to be able to say no to logging and preserve their forests to help lessen the current global warming and climate change crisis, Acting Director of the Office of Climate Change, Dr Wari Iamo commented yesterday.
Dr Iamo said the PNG Government therefore has taken the lead and pushed for the introduction of the UN REDD+ concept, which will allow PNG resource owners to trade their carbon stocks with industrialised countries to preserve their rainforests.
He made the remarks at a UN-REDD National Programme inception workshop at Crowne Plaza yesterday. He said the workshop marks a milestone to enhance PNG's REDD+ (Reducing Emissions from deforestation and Forest Degradation) readiness activities in PNG. "The plus in REDD+ is an important addition that includes the role of conservation, sustainable management of forests and enhancement of forest carbon stocks therefore going beyond emissions of REDD which refers to cutting and clearing of forests."

Aid is a national security investment - Australia

OUR foreign aid isn't about winning hearts and minds. Nor is it taxpayer-funded charity. Rather it's about poverty alleviation focused where Australia can make a difference to people's lives and where its resources can most effectively be deployed.

Our aid is a long-term investment in Australia's national security, and business must be a key partner.

Those are some of the key messages from the Gillard government's new strategic framework policy for foreign aid. It follows the Australian aid effectiveness review, the first independent review of aid policy in 15 years.

Australia's aid budget is $4.3 billion, or 0.33 per cent of gross national income. There's a commitment to increase overseas aid to 0.5 per cent of GNI by 2015. That's likely to double aid spending to about $8bn.

Remarkably, our aid flows are rarely under fire. The opposition has questioned whether increased aid to Africa is mainly motivated by winning votes for our UN Security Council membership bid. There have been media stories on inflated fees paid to a few aid consultants, especially in the Pacific. And during recent natural disasters, some talkback hosts have criticised helping others overseas when there are Australians who need help.

But no one has been up in arms about the large amounts of development assistance we donate to other countries.

When it comes to taxpayer-funded aid we need to be selective. We can't be generous to everyone: the world is full of poor people who need our help.

That is why it's realistic the government's new framework prioritises aid funding to help poor people in areas of strategic importance to Australia.

While the government has committed to increase aid to Africa, it is sensibly focused on our region, with priority going to Indonesia, Papua New Guinea and East Timor.

The Asia-Pacific region should continue to occupy the lion's share of Australia's aid program. It's where our key security and economic interests are engaged. Africa isn't a strategic priority for Australia; any increase there should be modest.

The government has sensibly placed emphasis on sustainable economic development as one of the aid program's core strategic goals. Importantly AusAID has been directed to develop stronger links with Australian business.

Despite the strengths of the new framework for aid, it's disappointing that the government didn't take the opportunity to announce the creation of a ministerial portfolio to cover international development. AusAID will be the fifth-largest federal body in terms of expenditure by 2015. That suggests the need for it to be elevated from an executive agency to a full department of state with its own minister at cabinet level to maximise the effects of our increased aid spending.

Pacific peace and stability featured for UNDP Strategic meeting

Senior Pacific government officials, civil society members and development partners from four Island countries will attend a weeklong meeting to explore means of strengthening regional peace and stability and promoting dialogue.

The workshop, undertaken as part of the United Nations Development Programme's (UNDP) Strengthening Capacities for Peace and Development project will be attended by more than 45 participants from Fiji, Papua New Guinea, Solomon Islands and Tonga.

CPAD aims to bring together government and civil society actors to share experiences, discuss the difficult issues and begin to strengthen leadership and capacities for peace in the Pacific.

Participants will look at identifying the linkages between peace, stability and development as well as ways to address the root causes of conflict in the Pacific. This workshop will also explore how public policy can address causes of conflict.

A similar workshop was held in Nadi last year, as part of which a community of Pacific peace builders was created. The experiences of the community will also be shared at this workshop.

The Permanent Secretary Lands, and a member of the Pacific Peace Community, Filimoni Kau; UNDP Pacific Centre manager Garry Wiseman; and  UNDP's Crisis Prevention and Recovery team leader Tracy Vienings will deliver remarks at the opening of the workshop.

The workshop will take place at the Tanoa International Hotel in Nadi from Monday until July 22.

"Give Development a Human Face", Pacific Civil Society Leaders Say
Suva, Fiji Islands, 11 July, 2011 ─ A Pacific regional meeting on aid
and development effectiveness has reinforced an international call for
people to be brought to the centre of development and that development
co-operation and aid effectiveness processes are people centered,
respect human rights and achieve social justice as cornerstones of aid
and development effectiveness.
In recent years, the Pacific region has experienced structural
adjustments, political instability and policy changes in its
development assistance landscape. Threats to human rights, peace and
security being experienced in some Pacific countries have impacted on
the enabling environment for civil society and affected the way in
which civil society works.
This was revealed at the Pacific Islands Consultation on Aid and
Development Effectiveness which ended in Nadi at the weekend. The
meeting was attended by civil society leaders from Australia, Cook
Islands, Fiji, Kiribati, Samoa, Solomon Islands, Nauru, New Zealand,
Papua New Guinea, Timor Leste, Tonga, Tuvalu and Vanuatu.
Organised by the Pacific Islands Association of Non Government
Organisations (PIANGO) in partnership with the Reality of Aid Asia
Pacific, based in the Philippines, the meeting acknowledged the
critical importance of donor support for CSOs. It congratulated the
Australia Government on accepting the recommendations of an
independent aid review to increase development assistance to the
Pacific and its emphasis on support to Non Government organisations.
Participants also congratulated the Pacific Islands Forum Secretariat
(PIFS) on its positive decision to reinstate the post of Non State

in supporting Pacific governments to engage more effectively with
civil society.
Civil society leaders called on Pacific Island governments to revisit
their commitments to Pacific people and CSOs at regional and
international levels within the context of the Pacific Plan and Cairns
Compact.
"As umbrella CSO bodies, we have an important role to play and
collaborate with other development actors to influence regional and
global agendas and give voice to the poor, disadvantaged and
marginalised that we work with. We need to bring together youth,
women, men and community voices to advocate on very real and pressing
issues affecting our region such as climate change, food security,
human rights, gender, disabilities and trade," said Ms Emele
Duituturaga, PIANGO's interim Executive Director.
"Commitments made on donor harmonisation in international agreements
such as the Paris Declaration need to be extended to dialogue,
resourcing and collaboration with CSOs. Civil Society needs to have
partnership agreements with governments and development partners to
ensure that development takes on a human face," she said.
Ms Ava Danlog of Reality of Aid, said that in some instances aid
effectiveness processes have been very disempowering for citizens.
"There is a need for CSOs to focus on concrete, tangible outputs as
there is usually a tendency to focus on donor 'hot topics' Aid should
be about partnerships. Development partners must foster basic
principles of partnership and acknowledge the contribution of
recipients. In addition, trade and other economic activities need to
also focus on human development," Ms Danlog said.
An emerging issue in the Pacific region and one that is also a part of
the larger development agenda issue concerns the rights of people
living with disability in the region who continue to be marginalised
and excluded from development processes.
Mr Katabwena Tawaka, of the Pacific Disability Forum told the meeting
that present statistics (June, 2011) illustrate that over 800,000
people are living with disabilities in the Pacific.
"There is a need for governments and development partners to recognise
disability as a development issue. Disability may increase the risk of
poverty. In the Pacific, people with disabilities rely on their
families for support, assistance and medical care and this must be
acknowledged by stakeholders. The Millennium Development Goals (MDGs)
also do not make specific reference to people with disabilities," he
said.
The Pacific meeting was organised by PIANGO and was part of Reality of
Aid Asia Pacific regional consultations in the lead-up to the HLF4 in
Busan, South Korea, in November, 2011. HLF4 will assess whether or not
key government commitments on aid effectiveness have been achieved
since the last high-level meeting in Accra in 2008. The Busan meeting
is a key opportunity for governments to go beyond promises and commit
to more effective, sustainable development assistance in terms of its
real impact on the lives of all people.

Mt. Hagen Cultural Show – The True Spirit of Papua New Guinea

Papua New Guinea is one of the most culturally diverse countries on Earth, with over 850 indigenous languages and at least as many traditional societies, out of a population of just under seven million. It is also one of the most rural, as only 18% of its people live in urban centres. The country is one of the world's least explored, culturally and geographically, and many undiscovered species of plants and animals are thought to exist in the interior of Papua New Guinea.

To the outside world, Papua New Guinea is known as the land of the unexpected. A truly remarkable land. A melting pot. The true spirit of this land is hidden in the heart of PNG, entangled in the vast tropical rainforest, casts behind towering misty Blue Mountains, and swept beneath raging rivers.  

This PNG Spirit comes alive once every year through The Mt. Hagen Cultural Show.

The Mt. Hagen Cultural Show is an annual function that takes place in two days in the month of August. It displays a variety of unique diversity of the traditional PNG culture in all its glory. The show is a wonderful masterpiece where all of PNG is displayed in one location. It is one of the most extraordinary sights ever witnessed by international travellers. 

This two day event August 13 & 14 will showcase the colourful and vibrant, diverse and complex culture of the Highlands and Lowlands of Papua New Guinea. The country takes pride in its cultural beauty and exquisiteness. With nearly 1000 different cultural groups existing in PNG each with its own distinguished language, art, dance, costumes, singing, music, architecture and much more.

 Full traditional attire (locally known as bilas) will be worn and majestically displayed by both the local tribesmen and women of PNG. Under the baking tropical sun of the pacific, witness, as dancers and tribal warriors from the highlands regions stomp (as if to battle) into the field fully clothed in traditional bilas sending out an electric wave of awe. Gazers will be simply mesmerised by their rich costumes, painted faces and elegant features. Wearing a crown of specially selected range of bird feathers, a breastplate of the world-famous kina shell and a part billum skirt of woven wool together with animal fur (to name a few), you will be captivated by their energy and beauty.

Dancers from all parts of the country will perform in their own style, traditional music will be played, a showcase of some of PNGs most prestigious animals will be on display, world classed arts and crafts will be available and lots of interesting information will be on offer.

We invite you to share our culture. This is a once in a life time show, venturing into the very heart of the Melanesian Society ways.  The simplicity yet extravagance display of PNG Highlands Culture will take your breath away.
